Supreme Court Justice Elena Kagan said criticism of the Court’s code of conduct lacking an enforcement mechanism is “fair.” She added she would welcome enforcement of the rules. Justice Kagan spoke about this topic while attending the U.S. Court of Appeals Ninth Circuit conference in Sacramento, California. Other topics included the increase in the number of emergency applications during the Trump and Biden administrations and why too many concurring opinions by the justices is not always a good thing
