The Biden/Harris Administration considered declaring a Climate Crisis Emergency in 2022 but they didn’t do it.

Now they are talking about it again.

Is it because now they laid a massive enforcement mechanism?

Is it because they believe a new pandemic and lockdowns are coming? Disease X, Bird Flu, Gun Violence Pandemic?
