Navigating ISF: The Essential Guide to Compliance and Cargo Security

The Importer Security Filing (ISF) program, also known as the 10+2 rule, is an essential aspect of cargo security measures in the United States. The program was established by the US Customs and Border Protection (CBP) as a part of the Customs Trade Partnership Against Terrorism (CTPAT) initiative. Its purpose is to gather advance information about imported cargo to assess potential security risks.
ISF regulations were introduced in 2009, with compliance initially being mandatory for ocean shipments. In 2010, a flexible enforcement period was introduced to allow the trade community to become accustomed to the new regulations. However, by 2013, full enforcement of the ISF program was in effect. Various changes have been made to the program over the years, including the addition of Additional Carrier Requirements in 2016 and the requirement to submit detailed information about the shipment's foreign country of origin in 2018.
Non-compliance with ISF regulations can lead to serious consequences, such as financial penalties, cargo holds, and even the denial of entry into the United States. Therefore, it is crucial for importers and carriers to stay updated with the latest ISF requirements to ensure compliance and avoid disruptions in the importing process.
To facilitate compliance, many importers choose to work with customs brokers who are experts in customs regulations, including ISF requirements. Customs brokers assist importers in accurately filing the ISF, provide guidance on compliance matters, and ensure a smooth flow of goods through customs.
