Is government immigration policy damaging social cohesion?

In 2022, a memo warned the Irish government that a large asylum seeker influx may damage "social cohesion", particularly among "deprived communities".
In light of this, Ben Scallan asks Minister Eamon Ryan if the State holds any culpability for the Coolock riots.
