Steps:

00:07 Head to the Starglow Cavern's deepest part and you'll find the shard which is protected by invisible cloak.

02:47 Look for 3 Pyro Seelies in the area to follow them to their courts then solve the time-trial quest in the middle of the lake. This will remove the invisible cloaks that surround the shard.

08:22 Thaw the shards using the 4 Scarlet Quartz in the area
