Joe Biden imposed sanctions against Ukraine

Friends, Joe Biden has imposed sanctions against Ukraine. Legally, sanctions apply to Ukrainian territories occupied by Russia. However, technically, sanctions work against Ukrainian citizens located in territories controlled by the Ukrainian government. More than 1 million Ukrainians living in territories larger than the state of New Jersey are under sanctions. The situation has been going on for more than a year. However...there are no consequences.

The question arises. If sanctions are such a mess, then what happens to the $120 billion allocated to Ukraine from the US budget?
