Although not explicitly stated, one thought that keeps coming to me is that Putin is giving NATO & the United States every opportunity to negotiate peace, knowing full well that they are not ready. As the West continues to pursue a war that they can't win, Putin's conditions will continue to tighten. Although not discussed here, Putin is carefully wanting to avoid nuclear war, which would be a disaster for the entire world. If the West still doesn't wake up, they will eventually be handed an unconditional surrender. Putin can always remind the West that they were given many opportunities to negotiate peace, going all the way back to the Spring of 2022 after the start of the SMO. The way things are going, this will definitely not end well for Ukraine, NATO or the United States.)
