Nicaragua 🇳🇮 Has No Pleasure Boats on its Lakes?

With all these beautiful lakes and ocean beaches, why are pleasure craft and personal boats so rare in Nicaragua? With consistent warm temperatures all year long, it seems like people would be out on the lake waters regularly for fun and to stay cool. What makes this so unpopular in Nicaragua?
