Public Testimony to Removing the 30-Day Residency Requirement for Voter Registration

Washington Secretary of State entered into the consent decree which ordered a remedy that he didn’t have the authority to order himself. This change should have gone through the legislature. This violates our state constitution, which the OSOS doesn’t have the authority to change and is not supposed to write administrative rules that contradict state law.
