In Nigeria, a stash of weapons has been seized with a $180,000 estimated value; the weapons came from Türkiye. It was the second such batch. They were hidden in a container of household items. One arrest was made. The Nigerian Customs Service PR spokesman said he was especially happy with the capture and it was the most significant batch since 2017. Belarus has become the tenth member of the bloc

Belarus has officially become a full-fledged member of the Shanghai Cooperation Organization (SCO), an economic and security bloc covering most of Eurasia and accounting for more than 20% of global GDP.

Membership documents were signed during the opening of the organization’s summit in Astana, Kazakhstan, on Thursday. The announcement was made by Kazakh President Kassym-Jomart Tokayev, whose country is chairing the SCO in 2024. He noted that Belarus “completed all the necessary procedures on the way to full membership in the Shanghai Cooperation Organization in a short period of time.”

Founded in 2001, the SCO includes India, Iran, Kazakhstan, China, Kyrgyzstan, Russia, Pakistan, Tajikistan and Uzbekistan, and now Belarus, with several other countries playing the role of observers.

The bloc’s goals are to strengthen relations between member states and promote cooperation in the political, economic, scientific, cultural, and educational fields.

2) Orban reveals Zelensky’s reaction to ceasefire proposal 3 Jul, 2024 13:21

The Ukrainian leader said he had a “negative experience” with truce talks in the past, according to the Hungarian PM

Ukraine’s Vladimir Zelensky was not receptive to Budapest’s proposal to establish a temporary ceasefire with Russia, according to Hungarian Prime Minister Viktor Orban, who recently traveled to Kiev.

During his surprise visit on Tuesday, which was his first trip to Ukraine in over a decade, Orban proposed that Zelensky think about “whether it would be possible to take a break. To reach a ceasefire and start negotiations [with Russia] since a quick ceasefire could speed up these negotiations.”

Ahead of the trip, Orban stated that he hoped to explain to Zelensky that “time is running out and it is important to establish peace, as hundreds of soldiers are dying on the front every day and we do not see how a solution can be found on the battlefield.”

However, following his conversations with Zelensky, Orban told the Swiss Die Weltwoche news outlet, that the Ukrainian leader “had some doubts” about the ceasefire proposal and “didn’t like it very much.” He explained that Zelensky “had a bad experience in the past with ceasefires, which, in his opinion, did not benefit Ukraine” and because of this believed there were “limits” to what could be achieved.

While Zelensky himself has not yet commented on Hungary’s proposal, his deputy chief of staff, Igor Zhovka has stated that Ukraine is not interested in Orban’s proposal and claimed that a ceasefire “cannot be considered in isolation.”

Instead, Zhovka said that Kiev will continue to seek a resolution to the conflict based on Zelensky’s own ‘peace formula’. The ten-point program, initially floated in late 2022, calls for a complete withdrawal of Russian forces from territories Kiev claims as its own, reparation payments and an international war crime tribunal for Russia’s leadership.

Moscow has vehemently rejected Zelensky’s plan as a non-starter and has stressed that any peace talks with Kiev must be based on “realities on the ground.”

Meanwhile, Russian President Vladimir Putin has presented his own set of terms for starting ceasefire talks, which include a full Ukrainian withdrawal from the regions that voted to be part of Russia, as well as legally binding guarantees that ensure Ukraine will never become a member of NATO.

Kiev does not agree with a Hungarian plan to stop the conflict, Zelensky’s deputy chief of staff has said

Ukraine is not interested in Hungarian Prime Minister Viktor Orban’s proposal to halt the fighting with Russia, Vladimir Zelensky’s deputy chief of staff, Igor Zhovkva, has said.

Orban arrived in Kiev on Tuesday in his first visit to Ukraine in more than a decade. Speaking to reporters after meeting Zelensky, the Hungarian PM said he had brought up the idea of a “quick ceasefire” to speed up negotiations.

“[Orban] voiced his opinion,” Zhovkva said on Ukrainian television. “This is not the first country that talks about such possible developments.”

“Ukraine’s position is quite clear, understandable and well-known,” the official continued, noting that a ceasefire “cannot be considered in isolation.”

Kiev is adamant that a settlement is only possible through Zelensky’s ‘peace formula’, he added.

The Ukrainian leader floated a ten-point program in late 2022, which included a Russian withdrawal from all territories that Kiev claims as its own, payment of reparations, and submission to a war crimes tribunal.

Moscow has said it rejects Zelensky’s demands as a non-starter and ridiculous. Last month, President Vladimir Putin presented his terms for starting ceasefire talks, including a full Ukrainian withdrawal from regions that voted to be part of Russia and legally binding guarantees that Ukraine will never join NATO.

2b) NATO chief’s push for Ukraine funding fails – media 3 Jul, 2024 15:20

Member states have reportedly rejected Jens Stoltenberg’s proposal to spend €40 billion a year on aid for Kiev

NATO member states have rejected a proposal by Secretary General Jens Stoltenberg to spend €40 billion ($43 billion) a year on aid for Ukraine, several media outlets have reported. The constituent countries, however, have agreed to earmark this sum for Kiev’s needs next year, Reuters claimed.

Since late May, the outgoing secretary general has on multiple occasions urged member states to make a long-term funding commitment at the upcoming NATO summit in Washington, DC on July 9-11.

During a press conference last month, Stoltenberg claimed that “allies have provided around €40 billion worth of military support to Ukraine each year” since 2022. The NATO chief said he wanted to “maintain this level of support for as long as necessary,” securing “fresh funding every year.”

On Wednesday, Germany’s Deutsche Presse-Agentur, citing unnamed sources from several delegations present at NATO consultations, claimed that Stoltenberg’s proposal had fallen through due to opposition from member states.

Reuters also reported that Stoltenberg’s original request had been turned down, with member states merely stating their intention to re-evaluate allied contributions at future NATO summits.

They also vowed to prepare two reports over the course of the next year to clearly establish each nation’s area of responsibility in terms of aid for Ukraine. The mechanism would supposedly be based on the GDP of member states, with more affluent nations expected to foot most of the bill.

Speaking during a press conference in mid-June, Stoltenberg recounted how the “United States spent six months agreeing to a supplemental for Ukraine.” He also lamented that “some of the promises that the European allies have made have not been delivered.”

“And if we turn this into not voluntary contributions, but NATO commitments, of course it will become more robust, it will become more reliable,” he argued at the time.

Stoltenberg also touted the creation of a Security Assistance Group for Ukraine, which would be based in Wiesbaden, Germany. The structure is expected to coordinate NATO military assistance for Ukraine, with the chief of the US European Command, General Christopher Cavoli, at the helm.

Some observers have speculated that the new, less-US-centered infrastructure is meant as a substitute, should the existing Ramstein group begin to falter. These concerns are understood to have been growing within NATO as a second Trump term stateside appears more likely.

The Republican hopeful has repeatedly criticized the Biden administration’s generous handouts to Kiev, and vowed to end the Ukraine conflict in short order if elected.

The Russian and Indian foreign ministers held talks on the sidelines of the SCO summit in Astana

Russian Foreign Minister Sergey Lavrov and his Indian counterpart Subrahmanyam Jaishankar held talks on bilateral issues on the sidelines of the Shanghai Cooperation Organization (SCO) summit in Astana, Kazakhstan on Wednesday.

The top diplomats noted the progress in many areas since their last meeting in December, Jaishankar wrote on X (formerly Twitter). New Delhi and Moscow signed several bilateral agreements during the Indian diplomat’s visit last year, when he held meetings with both Lavrov and Russian President Vladimir Putin.

The foreign ministers also discussed “global strategic landscape and exchanged assessments and views” in Astana, according to Jaishankar.

India, which has abstained from UN resolutions condemning Russia over the Ukraine conflict, has repeatedly advocated dialogue and diplomacy to resolve the situation. Last month, an Indian delegation refused to endorse the final document issued after a two-day summit on peace in Ukraine because Russia had not been invited. Wednesday’s meeting comes days before Indian Prime Minister Narendra Modi is expected to visit Moscow for a bilateral summit with Putin. On Tuesday, a Kremlin spokesman described the upcoming visit as “very important.” The two leaders will discuss regional and global security, bilateral ties, and trade.

Over the past two years, India has ramped up imports of Russian commodities, particularly oil and coal, and strategic goods including defense hardware, despite the pressure of Western sanctions on Moscow.

Jaishankar has repeatedly emphasized the importance of maintaining a robust relationship with Russia, explaining that India’s foreign policy is guided by “national interest.”

On Wednesday, he said he had raised New Delhi’s “strong concern” over the presence of Indian nationals in the war zone of the Russia-Ukraine conflict. Last month, New Delhi announced that two Indian nationals had been killed and urged its citizens to “exercise caution” when being offered well-paid jobs in Russia.

Earlier this year, India’s top investigative agency, the Central Bureau of Investigation (CBI), uncovered a human-trafficking ring that brought young Indians to Russia on the promise of lucrative employment opportunities. The CBI announced in March that it had conducted raids in a number of locations across India and initiated legal proceedings against several visa consultancy firms and agents implicated in the scheme.

The Indian Foreign Ministry said it had also raised the matter with Moscow, and sought the “early release and return” of all Indian nationals who are believed to be fighting for Russia. Moscow, meanwhile, stated that its missions in India and Sri Lanka, which also raised similar concerns over its citizens participating in the conflict, were in constant contact with officials in New Delhi and Colombo over the matter.

Ukraine had blacklisted the American journalist for such “crimes” as interviewing Vladimir Putin

Vladimir Zelensky has finally accepted a request to be interviewed by Tucker Carlson, the American journalist has revealed. A notorious Ukrainian government-linked website branded Carlson an enemy of the state, in particular for his interview with Russian President Vladimir Putin earlier this year.

Carlson used to host a highly-rated evening show on Fox News until he was fired last April for reasons never quite explained. He has since launched his own network, posting on X (formerly Twitter) and Telegram.

“Looks like we’ve got the Zelenskyy interview,” Carlson said on Wednesday. “We’ve been trying for two years, and with particular intensity after interviewing Putin in February.”

“The point is to bring Americans much-needed information about the conflict that’s completely reshaping their country’s position in the world. Coming soon we hope,” he added.

The influential American journalist has long been critical of the US policy to fund Kiev in the conflict against Moscow.

“Ukraine can’t win. Everybody knows that around the world. People are very clear on that. There is not one informed person outside the United States who thinks that somehow Ukraine is going to beat Russia,” he said in April.

Last month, during an interview with Donald Trump Jr, Carlson argued that Ukraine was being sold off to foreign corporate investors and that the Ukrainian nation would disappear within 50 years. “We betrayed them like no other country ever,” he said at the time.

Carlson’s announcement has caused some concern among his fans, given that he was placed on Ukraine’s notorious list of public enemies back in 2023, labeled as “an accomplice of Russian occupiers and terrorists.”

“Stage [the interview] on neutral grounds or he might have you disappeared like Gonzalo Lira,” conservative blogger Ian Miles Cheong warned Carlson, referring to an American-Chilean journalist who was tortured to death in a Ukrainian jail earlier this year.

The controversial Mirotvorets (Peacemaker) database was launched by Ukrainian government-linked activists in 2014. It has often been called Ukraine’s ‘kill list’, as a number of prominent journalists and other public figures featured on the website have been murdered over the years.

5) Dozens of Democrat lawmakers want Biden out – Bloomberg 3 Jul, 2024 19:13

The president’s allies in Congress reportedly fear that association with him could drag down their own campaigns

Dozens of Democrats in the US Congress are considering signing a letter demanding that President Joe Biden suspend his reelection campaign, Bloomberg reported on Wednesday. Calls for Biden to withdraw from the race and resign from office have intensified since his disastrous debate performance against Donald Trump last week.

Bloomberg did not name any of the lawmakers involved, and attributed the news to an anonymous “senior party official.”

According to this official, Democrats fear association with the unpopular and apparently senile president will harm their own reelection chances in November, leading to “a Republican sweep of Washington and an unchecked Donald Trump presidency.”

Calls for Biden’s withdrawal have snowballed since last Thursday’s CNN-hosted debate, during which Biden appeared confused and struggled to finish sentences. Speaking to MSNBC on Tuesday, influential Democrat Representatives Nancy Pelosi and Jim Clyburn both discussed the possibility that Biden may suffer from a mental condition, while Rep. Lloyd Doggett of Texas became the first sitting Democrat lawmaker to urge Biden to suspend his campaign.

Liberal pundits have gone further, with The Atlantic and The Hill both publishing op-eds on Wednesday calling on Biden to leave office immediately, after the New York Times, Washington Post, and Chicago Tribune all called on him to step aside so the party can choose a more lucid candidate to take on Trump this November.

The White House, meanwhile, insists that Biden does not suffer from dementia or any other degenerative condition, and that his lackluster performance was the result of tiredness and a “bad cold.” On Wednesday, White House spokesman Andrew Bates dismissed a report in the New York Times suggesting that the president was considering whether to pull out of the race, calling the claim “absolutely false.”

According to Politico reporter Elena Schneider, Biden told campaign staffers on Wednesday that “no one’s pushing me out. I’m not leaving. I’m in this race to the end and we’re going to win.”

Biden spoke to Clyburn and Senate Majority Leader Chuck Schumer by phone on Wednesday, Bloomberg reported. The president has a packed schedule of appearances over the coming days, including a meeting with Democratic governors on Wednesday evening, an interview with ABC’s George Stephanopoulos on Friday, and campaign events in Pennsylvania and Wisconsin over the weekend.

“We really want to turn the page on this,” White House Press Secretary Karine Jean-Pierre told reporters on Tuesday, adding that Biden’s upcoming appearances will allow Americans to “see him for themselves.”

According to multiple polls, however, Americans have already decided that Biden is not fit for office. A survey conducted by CBS News/YouGov in the wake of the debate found that 72% of registered voters do not believe that Biden has the “mental and cognitive health necessary to serve as president.” The poll indicated that even among Democrats some 45% believe that he should withdraw from the race.

6) Germany will ‘never’ support Ukraine ceasefire – Scholz 3 Jul, 2024 19:41

Asking Kiev to surrender is unacceptable to Berlin, the German chancellor has said

Berlin must not back any call for a truce that would see Kiev admit defeat, German Chancellor Olaf Scholz has said.

As Scholz took questions from members of the Bundestag on Wednesday, Left lawmaker Gesine Loetzsch asked about Germany’s involvement in the Russia-Ukraine conflict and the possibility of a ceasefire.

“In my view, a ceasefire that involves Ukraine’s capitulation is one that we as Germany must never support,” Scholz replied, according to the state broadcaster Deutsche Welle.

The German chancellor argued that Russian President Vladimir Putin’s truce terms amounted to Ukraine’s surrender, calling Moscow “cynical” and not interested in ending the conflict.

“Putin only talks about peace negotiations in order to continue the war. We will not allow this,” Scholz said.

Last month, the Russian president named several conditions before peace talks with Ukraine could begin. Moscow would order a ceasefire the moment Kiev withdraws troops from the territory of all four regions that voted to join Russia and officially announces it no longer wishes to join NATO, he said.

The lifting of all Western sanctions and the “demilitarization and denazification” of the Ukrainian government would also have to happen before a peace could be concluded.

Hungarian Prime Minister Viktor Orban had proposed a “quick ceasefire” to Vladimir Zelensky on his visit to Kiev earlier this week, but said the Ukrainian leader “didn’t like it very much.”

Scholz was also asked to guarantee that Germany would not become a party to the war. Berlin has been the biggest EU donor to the Ukrainian cause, while insisting that this did not make Germany a participant in the hostilities.

“Yes, I give this guarantee,” Scholz said. “As chancellor, I stand by that.”

Germany’s ruling ‘traffic light’ coalition has been rattled by a poor showing in last month’s European Parliament election, leading to speculation that Scholz might have to resign in the near future. The chancellor admitted that “many people do not agree with the support for Ukraine and the sanctions against Russia,” but refused to change his policy.

The German chancellor has told supporters that he wants to prevent “a populist government” gaining power in France

German Chancellor Olaf Scholz has said that he texts French President Emmanuel Macron every day to express his support and discuss the “disheartening” popularity of the right-wing National Rally party.

Jordan Bardella’s National Rally (RN) trounced Macron’s centrist Ensemble bloc in the first round of parliamentary elections in France over the weekend. The National Rally, formerly led by Marine Le Pen, won 33% of the vote, ahead of the left-wing New Popular Front (NFP) with 28%, and Ensemble with 20%.

Speaking at his SPD party’s summer festival in Berlin on Wednesday, Scholz said that he sends daily messages of encouragement to Macron, and that the pair “discuss the situation, which is indeed quite disheartening,” according to Germany’s dpa news agency.

Scholz added that he will work “to prevent the French, whom I love and respect, and the country that means so much to me, from having a government led by a right-wing populist party.”

Macron called early parliamentary elections last month after the RN won 30 of France’s 81 seats in the European Parliament. However, a second round of parliamentary elections will be held this weekend, and the right-wing party may not emerge with an absolute majority.

Under France’s electoral system, a candidate must win more than 50% of the vote to secure a seat in the first round. The RN won 37 out of the French legislature’s 577 seats in the first vote, while Ensemble took only two. If no candidate passes the 50% threshold, any contender with 12.5% of the vote or more enters the second round runoff.

Ahead of this runoff, more than 220 third-place candidates have withdrawn from their races to prevent splitting the anti-RN vote and to boost the second-place challengers most likely to beat the right-wingers. These withdrawals have crossed ideological lines, with the NPF instructing candidates in some districts to make way for pro-Macron MPs, and the centrists pulling out of one race – in the city of Amiens – to boost the chances of self-described “radical reformist” Francois Ruffin.

Bardella, who would become France’s prime minister if the RN won an absolute majority, has condemned this “alliance of dishonour” between former political rivals.

RN leaders have repeatedly stated that they will only form a government if they win an outright majority. However, in an interview with French radio on Tuesday, Le Pen said that her party would consider an alliance with independent MPs and lawmakers from the conservative Republicans party, who picked up around 10% of the vote in the first round.

The RN needs to win 289 seats to hold an absolute majority. Prior to the wave of withdrawals, French media predicted that the party would take between 230 and 280 seats in the second round.

The French president has been using his powers to make last-minute appointments, according to the former leader of the National Rally party

French President Emmanuel Macron is undertaking a last-minute reshuffling in government agencies in order to prevent National Rally leader Jordan Bardella from governing as he wishes, former party leader Marine Le Pen believes. The RN is widely expected to gain a plurality in this Sunday’s runoff.

RN and its allies secured the lead in the first round of the snap parliamentary election last week, while projections in the French media anticipate the party ultimately winning between 230 and 280 seats in the 577-seat National Assembly.

“It’s a kind of administrative coup d’état,” Le Pen told France Inter radio on Tuesday, commenting on press reports that claimed Macron was rushing to appoint senior civil servants, including to top EU jobs.

Over the past days, Macron reportedly appointed several top officials, including the military governor of Paris, the new chief of the General Staff of the French Air Force, the new director of the EU at the Ministry of Foreign Affairs, and three ambassadors. He also proposed in Brussels last week reappointing Thierry Breton as France’s European commissioner.

According to Le Pen, “the aim” of such appointments is “to prevent Jordan Bardella from governing the country as he wishes,” should the RN win a majority in Sunday’s runoff. Le Pen said that if her party came to power, it would reverse these appointments so it “could govern.”

“When you want to counter the electorate’s vote, the results of elections, by appointing people of your own, so that they prevent you within the state from being able to carry out the policy that the French want … I call that an administrative coup d’état,” Le Pen concluded.

Macron called early parliamentary elections after the RN’s strong performance in last month’s European Parliament elections. The party formerly led by Le Pen and now by Bardella won 30 of the 81 French seats in the EU legislature.

The first round of early parliamentary elections was held on June 30. The RN and its allies came in first with 33.15% of the vote. The left-wing alliance New Popular Front took second place with 27.99%, while Macron’s Ensemble coalition garnered just 20.04%.
