A former Macomb County teacher is admitting he inappropriately touched a teenager.

Seventy-three-year-old Rex Phelps entered the pleas to charges of accosting a child for immoral purposes and fourth-degree criminal sexual conduct. He will be sentenced July 24. Phelps touched the teenager in the hangar of Ray Community Airport where he was also a pilot.
