It must be a neutral body and all negotiations are through Russia and Russia will talk directly to Israel. That is how you implement the 2 states with the blueprint signed by both parties there is no need to wait for donkey years to materialize the Palestinian State.

In short, the Palestinians must quickly, quickly come to an agreement on how all of you expect the 2 states should look like and then sign by all the leaders of the different factions and present this NON-NEGOTIABLE blueprint to Russia and it is up to Russia to handle the ZIOPIGS. You sit and wait to run your state and this means you decide on the interim government for 1 or 2 years and then you prepare for the elections.
