This ties in with what I heard from people like Alex Collier. I think it was him who said the Grays did embark in gene therapy and it wiped out most of their race so they were party to the 1954 Greada Treaty where Eisenhowe agreed to exchange "alien technology" for (unwilling) humans for medical experimentation. He went on to say that the Grays were doing the experiments to somehow fix the problem caused to their own race and that the grays had no feelings of empathy, but over time the Grays began to understand that humans has a conscience
