They want no one to be independent and everyone to be completely dependent on the state, for water, food, shelter, electricity, and everything, otherwise they will not be easily controlled.
To that end, they want to pile and congregate all of humanity in high-rise buildings, apartments that are provided to them by the state as a "benefit" and they think: "How nice, I got a free apartment," but the real goal is that you will depend on the state for everything.
This means they cannot own their own property. They are not allowed to have their own land. They should be imprisoned in high-rise towers.
Anyone who has a few acres of land, and their own water supply, and can grow their own food, threatens this program, because they don't go to politicians and beg: "Please give me food, please give me water."
These people tend to be independent so they get in the way of the agenda.
In order to control humanity the plan is to gather everyone in the big cities. collect them. stack them.

In 2013, Dr. Alon Dahan from the Hebrew University revealed a plan called Agenda 21 which was signed by 178 countries, according to the plan all of humanity will be imprisoned in monster towers and rural settlement will be banned. The plan is 15 minute cities, from which you will not be allowed to leave without permission. All out of a desire to turn the world into a house of slaves, but so that the nations don't rebel, the wolves will pretend to be grandmothers and a gas chamber will be shown as a shower. All supposedly for your sake and your good.
