XRP, XLM, QFS: What role will they have in the NESARA?

What does the Constitution tell us about monetary policy with the Treasury? Will the IRS be dead with the QFS? What is the QFS? How does XRP or XLM work with the QFS to be legal? Is the Stellar Network really a transfer of funds? Will Stellar replace the Fed as a transfer mechanism maintaining Constitutionality of the Treasury Funds who will drive the QFS?
