Moldova barks again at Russia. Why these small countries poke the bear? Ordered? (2022-04-19)

Why all these unimportant countries like Lithuania, Latvia, Estonia, and Moldova hysterically yell at the “passing bear,” and try to be more important than they are?
Remember all these four states’ total population adds to about 8 million people.
Is that a sign of paranoia when someone tries to appear more important than they are? That seems to be the diagnostic.
