Re-Emission Visualization - Extinction Shift Principle

It's not a Doppler Shift.
It's not the same light refracting or transmitting or continuing on within the same frame of reference.
There are 3 different lights.
The incoming primary... the re-emitted secondary through dispersion within the medium... and the re-emitted tertiary that seemingly "exits" the medium.
It's a brand new light at every point of interference.
