Broadening the Definition of a Pandemic Emergency

This is Sir Dr Ashley Bloomfield from New Zealand, co-chair of the Working Group on Amendments to the International Health Regulations (WGIHR) at the World Health Organization (WHO). He refers to PHEICs (Public Health Emergencies of International Concern) and Pandemic Emergencies, which are being redefined in international law by the World Health Organization.

Sir Dr Ashley was the Director-General of Health in New Zealand during the peak period of that nation's covid response. He was the sole person able to provide medical exemptions to members of the public mandated to take the product or risk losing their employment, and their rights to participate in everyday life. He refused at least two thousand exemption requests, mostly by proforma letters identical to each other. Some of those refused had already experienced a life threatening reaction to a prior dose, in which case he instructed them to get the next dose in a place with emergency resources available.
