Baltimore could pay $9M to man wrongfully convicted of murder

A man wrongfully convicted of murder could receive a $9 million settlement from Baltimore City.  James Owens was charged in the 1987 robbery, rape and murder of 24-year-old Collen Williar. Police found no physical evidence linking Owens to the crime but charged him based on a neighbor's testimony.
