What Happened to "Crime Does Not Pay?"

The Senate Judiciary Committee, under the chairmanship of Democrat Corey Booker, held a hearing on prison labor in America. At issue is the exclusion of "involuntary servitude" as it applies to duly convicted criminals in the 13th Amendment. Bleeding-heart progressives are under the impression that people should be paid to break the law.
