Arkansas Nexflix show Unlocked A Jail Experiment: A Lifer allowed to be on a release program?

The Arkansas Legislature held hearings regarding the Nexflix show Unlocked A Jail Experiment. Pulaski County Sherriff Higgins held a "experiment" regarding Prison Inmates that may have been illegal. In this video, State Representative David Ray asked about an inmate who had murdered someone at St. Vincent Hospital and held for life being part of the reality program that focused on release to the general population.
