A public park horse facility has been locked to the general public.
This is just one more thing which seems to show backyard horse owners
or people who enjoy the horses aren't being made to feel welcomed.
Thanks city of Chula Vista. Please check your own municipal codes and Ca. codes: Public park facilities should remain open and available to the public.
