Printer Scam or Not? HP and Epson

This Canon printer is $30 dollars at Walmart, less money than most official replacement cartridges. Manufactures force software upgrades which can disable second had print cartridges. I have two printers that do not work now with new ink. Is these a workaround for this? What about Right to Repair laws? What can be done?
