The Ukrainian authorities have submitted a request to the Council of Europe for a partial derogation from compliance with the European Convention for the Protection of Human Rights and Freedoms.
It states that during martial law, human rights set out in the Constitution may be limited.
Such rights may include the right to think and speak freely, to express one’s views, the right to hold rallies, the right to freely leave and return to the country.
