Homelessness - Are we paying to get more of it?

California Governor, Gavin Newsom has spent 24 Billion on homelessness in the past 5 years, not including other wasted resources since 2008 for his 10 yr plan to stop homelessness. There is approximately 180k homeless people living in California with a 53% increase since 2013.

What's the reason? Weak Leadership? Does he not actually care about the problem?
