HAARP over Moscow?

The sky over Moscow was either wrapped in a giant blanket or wrapped in a huge scarf: the
coming thunderstorm "hanged" an unusual cloud

Subscribers threw footage of our bot with a curious atmospheric phenomenon. Apparently, it's a thunderstorm collar. Such clouds are usually
formed at the border of atmospheric fronts and anticipate what you know.
