It is not the invaded country's responsibility to cater to the needs and welfare of the invaded country. The idea of responsibility also implies that the invaded country is at fault for being invaded, a dangerous and victim-blaming mentality. It also ignores the power dynamics between the two countries, as the invaded country holds all the power and can dictate the terms of the invasion. The invaded country often faces chaos and instability after the invasion, making it unfair and illogical to expect the invaded country to take care of the invaded country's welfare.
