Kersten said on the day of the shootout with police, Reed had been driving west in the 3800 block of West Ferdinand Street when five plainclothes officers assigned to a tactical unit, driving an unmarked squad car, stopped Reed for what they claimed was his not wearing his seatbelt.
A West Side traffic stop ended last month with a group of Chicago police officers firing nearly 100 bullets, body-camera footage released to the public Tuesday showed, a barrage that killed a man who apparently first shot an officer in the wrist after he was pulled over for not wearing his seat belt.
At least three of the rounds were fired by police after the man, 26-year-old Dexter Reed, was lying unresponsive on a Humboldt Park street, the footage released by the Civilian Office of Police Accountability showed. The video’s release prompted immediate responses from city leaders including Mayor Brandon Johnson, who called the scenes “deeply disturbing,” and “extremely painful and traumatic for many of our city’s residents.”
Attorneys for Reed’s family called for Cook County State’s Attorney Kim Foxx to file criminal charges against officers involved in the shooting — a possibility that Foxx acknowledged during a news conference.
The video was perhaps the most troubling police footage released during the first year of the Johnson administration, coming at a time when the city in many ways is still managing reform in the wake of the videotaped police killings of 17-year-old Laquan McDonald and 13-year-old Adam Toledo in separate shootings. An officer was criminally convicted for shooting McDonald 16 times as he walked on a street in 2014, a killing that led to a federal consent decree, and a civil suit and associated police board case in Toledo’s 2021 death in a Little Village alley still are pending.
COPA has recommended four officers involved in the shooting be stripped of their police powers as the investigation continues, officials said.
Records obtained by the Tribune show that COPA Chief Administrator Andrea Kersten wrote police Superintendent Larry Snelling on April 1 to raise concerns about the reason for the stop. She also said that the four officers who shot at Reed continued doing so after he exited the SUV and was unarmed, and three of the officers reloaded their weapons during the 41 seconds of gunfire.
“Based on the totality of the available evidence, COPA has grave concerns about the officers’ ability to assess what is a necessary, reasonable, and proportional use of deadly force,” Kersten wrote. The letter questioned whether the officers could reasonably view whether Reed was wearing a seat belt since the windows of his vehicle were tinted.
The video made public Tuesday showed the traffic stop in the 3800 block of West Ferdinand Street the evening of March 21, when a team of five tactical officers assigned to the Police Department’s Harrison District (11th) pulled over a white SUV driven by Reed. The officers, with weapons drawn, repeatedly ordered him to roll down the vehicle’s tinted windows.
Reed initially complied, the video showed, but he disregarded orders to roll down the window on the passenger side, and after a few seconds of officers shouting, gunfire erupted. A Chicago Police Department officer standing on the SUV’s passenger side was shot in the wrist. COPA said it was Reed who fired first.
Dozens more rounds were fired by the officers in the next 30 seconds. After he was shot, Reed can be seen falling out of the vehicle with officers continuing to shoot him as he lay motionless in the street. All told, four CPD officers fired 96 rounds during the exchange, COPA officials said.
A gun was recovered in the SUV’s front passenger seat, authorities said.
Johnson, a progressive whose mayoral campaign heavily touched on fighting police brutality, was flanked by representatives of COPA and the Cook County state’s attorney’s office as he spoke.
“As mayor and as a father raising a family, including two Black boys on the West Side of Chicago, I’m personally devastated to see yet another young Black man lose his life during an interaction with the police.”
Johnson said he called Reed’s family this weekend and also visited the officer wounded in the shootout and said “both Dexter Reed and this officer could have been my students.” Johnson once taught at Westinghouse College Prep, where Reed went to high school.
“If that bullet had hit him a few inches in a different direction, I would be here today talking about the loss of another Black man,” Johnson said about the CPD officer who was wounded.

Chicago police issued a statement earlier Tuesday.
“This shooting remains under investigation by the Civilian Office of Police Accountability (COPA) with the full cooperation of the Chicago Police Department,” the statement read. “We cannot make a determination on this shooting until all the facts are known and this investigation has concluded.”
It was not known how many times Reed was shot. A representative for the Cook County medical examiner’s officer told the Tribune on Monday — 18 days after his death — that Reed’s autopsy was not yet finalized.
COPA boss Kersten appeared at the news conference, noting Reed appeared to fire his gun first, wounding one of the officers, before four cops shot back.
“These are incredibly painful and complex incidents that often garner considerable public attention, but at their core they most impact the lives of those directly involved and their loved ones,” Kersten said. “My hope today is that we can provide facts about the processes.”
Reed’s family viewed the footage Monday with representatives from COPA, according to attorney Andrew Stroth.
Hours after the videos were released, more than a dozen members of Reed’s family and their attorneys gathered for a news conference outside COPA’s office in West Town.
After Reed’s sister and father somberly called for justice and accountability, his mother, Nicole Banks, stepped to the microphones.
“I just miss my son,” she said through tears. “I’m hurt, I’m sick, I feel like I’ve been shot. My insides are burning up.”
Steven Hart, one of the family’s attorneys, questioned what prompted the tactical officers to even initiate the stop.
“Why were tactical officers jumping out of an unmarked police car with their guns drawn for a simple traffic violation of not wearing a seat belt?” Hart said. “To us, to the family, that sounds disproportionate. It sounds pretextual. There is a problem with policing in this city when five tactical officers jump out of an unmarked police car, brandishing their weapons, for a young man that wasn’t wearing his seat belt.”
Hart’s co-counsel, Stroth, called for Cook County State’s Attorney Kim Foxx to bring charges in “a criminal indictment against some of these officers.”
Foxx at the news conference did not indicate whether criminal charges seemed likely, but spoke broadly about her “unwavering” commitment to finding justice for all parties.
“We are aware of the community’s need for answers and the desire for swiftness,” Foxx, who chose not to seek a third term this year, said. “Let me assure you that our pursuit of justice will be relentless, guided by the facts, grounded in evidence and the law. However, and I must stress, it is equally important that we allow the investigative process the time it needs to ensure that its findings are beyond reproach.”
Superintendent Snelling was not present at the media briefing, but took part in a question session with members of the public at police headquarters Monday evening. After the shooting, Snelling said, he immediately ordered CPD’s Incident Response Team to collect all video footage of the shooting so that the entire sequence can be seen in context.
“What you’re getting right now is people posting things in social media without all the facts,” Snelling said.
After Reed’s death, his family had written a letter to Johnson and Snelling detailing Reed’s personal life.
“Dexter was the second oldest of three children,” his family wrote. “He has an older sister Porscha and younger brother Julius. Dexter played basketball at Westinghouse College Prep High School and led the team to a regional championship in 2016. After high school, Dexter went to school and played basketball at Morton College. While Dexter enjoyed basketball, he aspired to one day become a sports broadcaster. Dexter’s favorite artist was Jay-Z. Dexter also liked to eat vegetables and cooking baked beans. He was affectionately known to our family, friends and coaches as ‘Dex.’”
Later Tuesday at an activist-led news conference outside the Harrison District police headquarters, a woman who identified herself as Reed’s sister said Reed “did not get out of the car to have a shootout with the Chicago Police Department.”
After about an hour of speeches from organizers and two of Reed’s relatives, protestors blocked the intersection of South Kedzie Avenue and West Harrison Street for about 40 minutes. Aside from a brief scuffle where protestors chased a heckler, the protest was peaceful. Throughout the protest, the crowd chanted “Who do you serve? Who do you protect?” at a throng of officers who looked on.
Without casting blame on either Reed or responding officers, Johnson at his news conference stressed the importance of “building trust” between communities and the police.
“It will not be easy. But we will not rest,” Johnson said. “And the only way we can build trust is through accountability. We will not rest until that accountability has been met.”
As his remarks ended, Johnson commented on the balance city leaders must seek in such instances.
“Shooting a police officer can never be condoned. … I will never stand for that, and neither will the city of Chicago,” Johnson said. “We also have to be very clear that we hold our police to the highest of standards. As agents of the law, they have the highest responsibility to the communities in which they serve. As a government, as representatives of the people, we have an obligation to abide by the rule of the law and to follow procedures, and that is what we are ultimately doing here.”
Illinois has among the strongest gun safety laws in the country and low levels of gun ownership. Following the horrific mass shooting in Highland Park on July 4, 2022, lawmakers took action to address gun violence and enacted critical gun safety laws, including a prohibition on assault weapons and high-capacity magazines. Despite being a national leader in enacting gun violence prevention laws, Illinois continues to experience an unacceptable rate of gun violence. Illinois is surrounded by states with much weaker laws, and an outsized share of likely trafficked guns recovered in Illinois are originally purchased out-of-state—especially in Indiana, just across the border from Chicago.
The family of a man who was shot and killed by Chicago police in Humboldt Park last month raised questions Tuesday about the traffic stop that led to the deadly shootout, as well as why officers fired nearly 100 rounds, calling for criminal charges to be filed.
In the evening, the family later joined activists who denounced the actions of the officers involved, and chanted in favor of defunding police.
"This family doesn't want this to happen to anyone else," attorney Andrew Stroth said as he stood with the family of 26-year-old Dexter Reed on Tuesday outside the Civilian Office of Police Accountability during the midday hours, after the city's police oversight agency released video footage from the shooting.
Reed's family is demanding criminal charges against the officers, and is calling on the Chicago Police Department to disband tactical units like the one involved in the traffic stop and shooting.
COPA Chief Administrator Andrea Kersten said Tuesday the entire incident remains under investigation, but it appears that Reed fired first after officers surrounded his vehicle following a traffic stop in Humboldt Park on March 21.
Stroth and other members of the Reed family's legal team criticized the officers' tactics, questioning why five plainclothes tactical officers pulled him over and approached his car with guns drawn for what was originally said to be "purportedly" not wearing his seatbelt.
Fellow civil rights attorney Steven Hart, who is also representing the Reed family, said the video released by COPA "leaves many, many questions."
"Why were tactical officers jumping out of an unmarked police car with their guns drawn for a simple traffic violation of not wearing your seatbelt?" he said. "He got guns in his face for not wearing a seatbelt. To us, to the family, that sounds disproportionate. It sounds pretextual. There is a problem with policing in this city when five tactical officers jump out of an unmarked police car, brandishing their weapons for a young man that wasn't wearing his seatbelt."
Reed's family has described him as a young man who loved playing basketball, and enjoyed healthy eating and cooking for his family. They also said he aspired to become a sports broadcaster after helping lead the Westinghouse College Prep High School team to a regional championship in 2016, before playing for the Morton College team in Cicero.
"Regardless of the person that they try to portray Dexter as, he was not one of those," said his sister, Porscha Banks.
Public records show Reed was arrested twice last year. In June, he was arrested on misdemeanor theft charges, accused of stealing a $950 designer shirt from a Saks Fifth Avenue store on the Magnificent Mile. In July, he was arrested on weapons charges, after police and prosecutors said he brought a loaded gun to the Windy City Smokeout festival, despite not having a valid FOID card or concealed carry license.
Kersten said on the day of the shootout with police, Reed had been driving west in the 3800 block of West Ferdinand Street when five plainclothes officers assigned to a tactical unit, driving an unmarked squad car, stopped Reed for what they claimed was his not wearing his seatbelt.
After officers surrounded his car and began to question him, Reed initially complied with their orders to roll down his window, before starting to roll it back up. As officers shouted at him to unlock his doors, shots rang out, and an officer standing on the passenger's side of Reed's SUV and immediately fell to the ground.
Several officers could then be seen running for cover and firing shots at Reed's SUV, before he got out and walked to the back of the vehicle, as officers continued to shoot him, and he fell to the ground.
Early Tuesday evening, CBS 2 obtained a letter issued by Kersten to police Supt. Larry Snelling – in which she wrote that "the available evidence calls into question the veracity" of the claim that a seatbelt violation was the initial reason for pulling over Reed. This was contrary to what COPA announced in a news release earlier in the day.
"Specifically, COPA is uncertain how the officers could have seen this seatbelt violation given their location relative to [the] vehicle and the dark tints on vehicle windows," Kersten wrote in the letter April 1. "This evidence raises serious concerns about the validity of the traffic stop that led to the officers' encounter [Reed]."
The letter questioned the officers' assessment of "what is a necessary, reasonable, and proportional use of deadly force."
Kersten said officers fired approximately 96 shots in total, but did not say how many shots Reed fired.
Body camera footage shows one officer fired at least three shots after Reed fell to the ground, but was still moving.
Stroth described those final shots as "an officer military-style executing Dexter while he laid by his vehicle, unarmed and helpless."
Reed's uncle, Roosevelt Banks, said "That is nothing but plain murder, to me."
While the Reed family's attorneys did not directly address COPA's assertion that it appears Reed fired first, they suggested he feared for his life when five plainclothes officers surrounded his vehicle pointing weapons. They also said the officers never announced themselves as police during the incident.
"Imagine a 26-year-old, not having known what he did wrong, and having five guns pointed at him. Do you believe he was frightened? Do you think his security and health and safety was threatened? So oftentimes we hear in unjustified shootings that officers felt they were at risk, that there was danger, because someone was pointing a gun at them. Yet, when they create the same set of circumstances, they fire away 96 times in 41 seconds," Hart said. "It doesn't seem right to this family. It should not be comfortable for the citizens of Chicago."
Reed's uncle, Roosevelt Banks, said if he had been in Reed's shoes, he would have feared for his life seeing five plainclothes officers wearing hoodies surround his car with guns drawn.
"If I was in that situation, I would be terrified. I wouldn't know how to specifically react other than to protect myself if that was the case," he said.
Reed's mother, Nicole Banks, broke down into tears and collapsed into the arms of her family as she recalled the last time she saw her son alive.
"I just miss my son. I'm hurt. I'm sick. I feel like I've been shot. My insides is burning up. Why they did that to my son? They didn't have to do him like that," she said. "He had just bought his new car three days before that, and he was just riding around in his car. He said, 'Mom, I'm going for a ride.'"
Sheila Bedi, a law professor at Northwestern and a civil rights attorney who is also on the Reed family's legal team, said the shooting is an example of continued systemic deficiencies at the Chicago Police Department, which has completed only a fraction of court-ordered reforms under a 2017 consent decree.
Bedi said officers should have been using de-escalation tactics, but claimed they instead caused tensions to rise as they questioned Reed.
"Every single thing every single police officer did in this police encounter escalated it over and over, from coming out of the car with their guns out, to screaming commands, to brandishing their weapons inside the window – escalating over and over and over again," she said.
Bedi also claimed officers did not render first aid to Reed as required after shooting him.
"These are not just the actions of individual bad officers. These are the result of systemic deficiencies that have persisted, despite the millions of dollars that have been invested in police reform," she said. "Justice for Dexter Reed requires changing these policies once and for all, and an end to the empty platitudes."
The Reed family's attorneys said Mayor Brandon Johnson met with the family over the weekend, and they believe he is committed to change at the Chicago Police Department, and is committed to a full and open investigation.
"We believe that, under his leadership, Chicago can change," Stroth said.
"We need to straighten this out, and I just want justice for my son. I want to see the officers held accountable," said Nicole Banks.
"It must stop," said Porscha Banks. "It ain't the first person to happen to, and if there won't be justice; if they're not held accountable, it won't be the last person."
Stroth said the family is demanding criminal charges against the officers who shot Reed, and that the Chicago Police Department demand tactical units, claiming they "have been terrorizing communities, folks, and communities on the West and South sides."
"How many more young Black and Brown men need to die before this city will change?" he said.
In sharing their view of the shootout, Reed's family did not mention the police officer who was shot and wounded.
Heated protest follows release of video of shootout
Reed's family was also present for a demonstration outside Chicago Police Harrison District and Area Headquarters, 3151 W. Harrison St. The crowd was fired up and emotional as they demanded what they called justice for Reed.
"No justice, no peace! Defund the police!" activists chanted.
The family and activists again questioned how and why five special ops officers responded to a traffic spot with their guns drawn.
"Unloading your clip three times - shooting over 35 times - is murder," said Porscha Banks.
"If it couldn't get more sicker, they continued to shoot his lifeless body, handcuff him after they already killed the brother," an activist said at the rally.
Activists also took issue with his characterization as a criminal.
"Most of the killing police have done over the past five years - that narrative has been, 'Oh, that person had a gun,' so they try to justify every murder," a man said.
"If CPD is continued to operate like this, we can only expect more deaths at the hands incompetent officers pulling over residents in their own communities," an activist said.
The rally was met by a lone Chicago Police supporter, who pointed out that Reed also shot an officer.
A woman warned him, "Don't be over here trying to instigate and incite nothing."
The demonstration continued for an hour, and eventually spilled over into the nearby intersection of Kedzie Avenue and Harrison Street.
The peaceful protest blocked the street – and then a few in the crowd clashed briefly with officers. More officers came out of the police station and restored order. Chicago Police arrested one person.

If ‘Hands Up, Don’t Shoot’ Is a Myth Why Do So Many Black Americans Believe It? According to every reliable report, my young namesake Michael Brown was not shot in the back, nor did he have his hands up, nor did he utter the words, “Hands up, don’t shoot.” If any of this had been true, the Department of Justice would have nailed Darren Wilson, the policeman involved in the incident, since the DOJ was quite motivated to find fault with the police. Why, then, do so many black Americans believe (and repeat) the “hands up, don’t shoot” narrative?
A few months ago, for the first time, I signed up for Google Alerts, where you get regular e-notices when your name is mentioned online. Of course, with a common name like mine, especially without my middle initial “L,” I knew that most of the notices would be about others. There are a lot of Michael Browns out there!
But almost every day, the vast majority of notices I get are about Ferguson’s 18-year-old Michael Brown. He is the constant topic of conversation, the cause célèbre when it comes to justice issues in America. Why?
There are plenty of derogatory answers that are readily available (and I apologize for having to list them, as offensive as they are).
These answers would include: Black Americans are simply listening to their race-baiting leaders (think, Al Sharpton and Jesse Jackson and others). Or, black Americans are being duped by the leftwing media. Or, black Americans are easily stirred up by groups like Black Lives Matter.
Although it’s distasteful to list such charges, I’m sure that some readers will nod in affirmation, saying, “Yes, it’s actually all of the above.”
In reality, black Americans are influenced by race-baiters, the leftwing media, and activist groups just as much as white Americans are. (Check out the latest “Nazi scum” chant at Berkeley for evidence.)
Why, then, do so many black Americans continue to believe the Ferguson myth? It’s for the same reason that many black Americans thought O.J. Simpson was innocent: a fundamental distrust of the criminal justice system.
Years of listening to my radio show callers have taught me that, generally speaking, black Americans and white Americans still do not share equal footing.
I’m talking about countless calls that I’ve received from God-fearing, Bible-believing, authority-respecting, conservative black Americans.
I’m talking about people who have listened to me for years, who will shout to the world that they don’t believe there’s a racist bone in my body, and yet will say, “Dr. Brown, I love you, but you just don’t get it.”
Black pastors have told me about their bad experiences with police.
Black Christian mothers have told me about how they had to train their kids not to respond to hostile questioning from a police officer, for fear that they would be shot.
Dr. Brian Williams, the black doctor in Dallas who treated some of the cops who were ambushed last year said, “This is much more complicated for me personally. . . . There's this dichotomy where I'm standing with law enforcement, but I also personally feel that angst that comes when you cross the path of an officer in uniform and you're fearing for your safety. I've been there, and I understand that.”
Lest you think this is just urban myth, the New York Times reports that, “Decades of research have shown that the criminal courts sentence black defendants more harshly than whites.”
Indeed, a new study “exposes the fact that African-American defendants get more time behind bars — sometimes twice the prison terms of whites with identical criminal histories — when they commit the same crimes under identical circumstances. It also shows how bias on the part of individual judges and prosecutors drives sentencing inequity.”
You might say, “But who started all this? It’s because of rampant black crime that black youths are profiled. It’s because of the breakdown of the black family that so many kids are wayward. It’s because of absentee fathers that we’re having this crisis. The cops are just doing their jobs, and there’s obviously a reason the judges are sentencing blacks more harshly.”
I personally agree that, in the vast majority of cases, the cops are just trying to do their jobs, and I stand strongly with our police. And there’s no question that the breakdown in the black American family, aided and abetted by the welfare system, is a major culprit in this crisis. As for sentences handed down by the courts, I claim no expertise and need to examine the data more carefully.
But I’m not trying to win an argument here. I’m trying to make a point: Speaking in broad terms, the life experience of black Americans is often very different than that of white Americans, leading to very different perceptions of the same events.
We can ignore these differences, arguing our points with passion and talking about the unpatriotic actions of black athletes who protest our national anthem. Or we can do our best to sit down with those who differ with us and ask them to share their perspective with us.
I personally believe the national anthem protests are misguided and do more harm than good, since they send out an unpatriotic, ungrateful message. And I hate the fact that the Ferguson myth is being used to stoke fires of racial hatred.
But I also know there’s another side to the story, one that many white Americans miss entirely, and as a follower of Jesus, I want to listen first and speak second. I encourage you to do the same. Don’t we all want justice for all?

American's Our Smartest People In The World Be Honest. As an Observer of American Society, the thought may have crossed your mind at one time or another at least for a fleeting moment or two that the nation's dysfunctional state of affairs is the result of widespread stupidity. The people, too often misinformed and poorly educated, are getting exactly the democracy they deserve. Perhaps that thought arose last week as you watched the cringe-worthy presidential debate, which pundits have called "a disgrace" and "an embarrassment for the ages." Our public discourse has been in decline for so long that it was bound to come to this, right?

Claudette Colvin (born September 5, 1939) is an American nurse and was a pioneer of the Civil Rights Movement. On March 2, 1955, she was arrested at the age of 15 in Montgomery, Alabama for refusing to give up her seat to a white woman on a crowded, segregated bus. Colvin acted a few months before the more widely known incident in which Rosa Parks, secretary of the local chapter of the NAACP, played the lead role, sparking the Montgomery Bus Boycott that began that year.

Colvin was among the five plaintiffs originally included in the federal court case filed by civil rights attorney Fred Gray on February 1, 1956, as Browder v. Gayle, to challenge bus segregation in the city. She testified before the three-judge panel that heard the case in the United States District Court. On June 13, 1956, the judges determined that the state and local laws requiring bus segregation in Alabama were unconstitutional. The case went to the United States Supreme Court on appeal by the state, and it upheld the District Court ruling on December 17, 1956. Colvin was the last witness to testify. Three days later, the Supreme Court issued an order to Montgomery and the state of Alabama to end bus segregation, and the Montgomery Bus Boycott was called off.
For many years, Montgomery's black leaders did not publicize Colvin's pioneering effort. She was an unmarried teenager at the time, and was reportedly pregnant by a married man.
