Royal Decree: Limit on kittens production

Forthwith and effective immediately, In the Kingdom of Canada, litters of kittens from domestic felines may not exceed three in total.

All persons producing an excess of three kittens per litter OR two litters per feline per years are guilty of treason, trafficking and artificial creation of famine. Penalty is is a minimum of 30 years imprisonment without bail or parole (first offense), and life time imprisonment (second offense). Third offense is public execution.
