RI Bill to require green energy projects to certify they actually reduce carbon emissions

Rep Patricia Morgan testifies in the RI House Corporations Committee for her bill H.7815 requiring green energy projects to use data-driven ISO standards to certify they actually provide a net reduction in carbon emissions. The certification must be end-to-end, cradle-to-grave, over the entire project life cycle.
