HIV/AIDS protocols called for treating immuno-suppressed opportunistic infections with AZT and other anti-retrovirals based on whether one were "HIV positive" while those without HIV "antibodies" but with similar clinical presentations were treated with conventional therapy such as steroids. Those on the HIV protocols did not fare well while those on conventional therapy recovered.
