Post Office Lawyer outlines 'Top 5 Matters' in his team

Post Office Lawyer Jarnail Singh outlines the 'Top 5 Matters' in his Criminal Law Team at the Post Office in 2014 to the Post Office Inquiry including some concern about the then ongoing Second Sight report and the raising of the threshold to £20k for prosecuting subpostmasters.

He mentions that he 'envisages' counter fraud intiatives and 'early intervention' marking a 'shift in Post Office prosecution policy'.

So after his comments, why does there seem to have been no such substantial shift in Post Office prosecution policy until 2019 when the Post Office stopped prosecuting subpostmasters for alleged Horizon shortfalls?
