Viktor Bout is the Deputy of the Legislative Assembly of the Ulyanovsk region of the seventh convocation. Victor Bout was born on January 13, 1967 in Dushanbe, Tajik SSR. In1987, he entered the USSR Military Institute of Ministry of Defense in Moscow. Upon completion of the one-year courses, he served in Mozambique in the office of military advisers.

Since 1992, he has been engaged in entrepreneurial activity. In 2008, he was illegally arrested and extradited to the United States, where he was held until 2022. He was imprisoned for ten and half years in America. On December 8, 2022, Viktor Bout returned to Russia with the assistance of the Russian diplomatic mission after being exchanged for American basketball player Britney Griner, convicted of drug smuggling.

On September 20, 2023, he was registered as a deputy of the Legislative Assembly of the Ulyanovsk Region of the seventh convocation in the regional electoral district from the LDPR Political Party – the Liberal Democratic Party of Russia. He joined the Committee on Industry, Construction, Energy, Transport and Road Management, as well as the Committee on Agrarian and Food Policy.
