The battle is heated over Section 702 of the Foreign Intelligence Surveillance Act or FISA law that allows essentially warrantless wiretapping on non-U.S. citizens by American intelligence and the FBI. The law expanded U.S. surveillance capabilities in the post-9/11 era and spy agencies it's invaluable. But civil liberty advocates have long been critical, because U.S. citizens have had their own communications caught up in the surveillance.
