Paint-Like Substance Splashed on Car

Occurred on March 6, 2018 / Orlando, Florida, USA

Info from Licensor: "I was driving to work when there was some congestion and overhead work being done. Then, white thick paint looking liquid dripped all over my car from front to back. It took 2 car washes and there are still remnants of the white stuff in areas and crevices. Was an hour late for work because I had to pull over and find a carwash in an unfamiliar area. In the end, it didn't seem to be paint, and I now have swirly marks from whatever it was in my paint."
