Is An Algorithm Hidden in the NYS Voter Rolls?

A group of citizens of New York State have studied the official state voter registration roll for over two years. They convened as volunteers. They obtained the state voter roll from the New York State Board of Elections through a FOIL Request.

By observing this raw voter data in a spreadsheet program, it became possible to sort the database in many ways. In sorting the data, the group, and notably citizen researcher Andrew Paquette, discovered what they call a mathematic structure concealed inside the Voter ID number assignment system.

They observed that Voter IDs are not assigned consecutively — as one voter after another registers to vote. Instead, voters are assigned county and state Voter IDs which are partnered pairs with each other. This is what they view as being the concealed mathematic structure in the New York State Voter Roll.
