I was asked about licensing, registration and insurance, I explained the nature of licensing and registration and pointed out issues with insurance, and then I proposed an alternative system: Certificate of competency signed by two affirming witnesses, and notarized. A public recording office or witnessed/notarized private record of ownership of the property. And bonding in place of compulsory and scammy insurance.
