GRAPHIC Book "Melissa" about Transitioning allowed to stay in ELEMENTARY School Library??!!

This is crazy to me that a sick book like this is allowed to stay in a Library where kids as young as 5 can grab it??? How is this allowed to happen, where are the parents?
