"Texas will not comply," he says.
Fox News reports:
"Today is the deadline for Texas to give federal agents access to a key stretch of the border. The feds want to remove razor-wire meant to keep illegal immigrants out. And the White House border policy is failing. Texas is overrun with illegals."
