Going to a tower and finding an old acquaintance in Pokémon Silver (Part 16)

The final episode in the Ecruteak City saga (for now). I first try to enter the Tin Tower, but unfortunately for me, a Sage is blocking the entrance. I then proceed to turn back around to enter the Burned Tower. While in the burned tower, I find that scoundrel named ???, and I quickly beat him in a battle. Unfortunately I cannot see the legendary Pokémin that live under burned tower because I do not have a technuque that can break rocks.
