In Chapter 1 of Yakuza 0, Kiryu, a low-ranking member of the Dojima Family, roughs up a salaryman to collect a debt. However, Kiryu finds himself in trouble as the news reports the salaryman’s murder. The murder site is an Empty Lot which is a cornerstone of a redevelopment project that would give the Dojima Family immense power.

The chapter begins with Kiryu beating a man half to death. The man pleads with Kiryu to leave him alone, but Kiryu reminds the man to be careful walking around town with so much money and starting fights. Kiryu then takes the money and walks off; the newspaper he steps on reads “Kamurocho re-development project”. In 1988, the city of Kamurocho is bustling with people. Kiryu walks along bumping into some guy flirting with a woman. The guy and his gang start arguing with Kiryu asking for an apology, but back off when looking upon his face. They apologize and let him pass. A loanshark pulls up and asks Kiryu if the job is done. Kiryu hands him the money. The loanshark complements the Dojima family’s speed, then gives Kiryu 1/10th of the money for his work. Then he hands over even more money. Kiryu says he can’t accept, then the loanshark spends a while trying to convince Kiryu it’s alright and that this will set good terms to begin working together in the future. Kiryu takes the money. The loan shark jabbers about how difficult it is to collect money from stupid people. Even when it’s only a couple grand you have to show your strength, and then show those stupid people how things are done. In all his experience, the loanshark has seen few people who understand the value of money. He asks Kiryu, “Since you didn’t go to college you understand it, right?”. Kiryu brushes off the question and leaves. The loanshark calls out to him, explaining that he could earn more money working for him than as a Yakuza. He can be surrounded by food and women, anything he wanted. “You can make people happy with money”. Kiryu tells him if he had asked him about 3 years ago, he may have accepted. You cannot leave the Yakuza. Kiryu then tells the loanshark that a yakuza can never make anyone happy. The loanshark tells Kiryu to give him a call if he changes his mind.
