These are not even the worse streets of LA just some average area, not a good one and already i can tell you that in Eastern Europe you saw this only a few years after the fall of communism and only in the same areas of the city equivalent to those now in LA presented here.
Its not necesarly economically bad area but the vibe here is just bad on so many levels.
For example in Eastern Europe, there is no way people lived in a tent in the streets on the sidewalk.
