During a UNSC meeting, Russian FM Lavrov raised the question of civilian deaths in the Ukraine conflict, recalling attacks on Belgorod and Donetsk. Lavrov stated that the ones who are arming Kiev are fully responsible for the blood of innocent people killed in those attacks.
