Matthew Pottinger: President Trump took action to prevent Huawei from acquiring high-end semiconductor technologies, but Huawei was able to workaround it. By limiting capital flow to Communist China, we should be able to go after early-stage things that you wouldn't see in time to apply necessarily in export control restriction.
