San Diego hasn't added key traffic light after 8 years

Mark Powell kept watching cars speed down a main road less than half a mile from where he is raising two daughters - so he asked the city of San Diego to add a traffic light. Fast forward to the end of 2017, and there is still no light, crosswalk, or stop sign leading from Governor Drive into his neighborhood. And it's the only way in or out.
