The First Amendment of the U.S. Constitution guarantees freedoms concerning religion, expression, assembly, and the right to petition. It prohibits Congress from promoting one religion over others and restricting an individual's religious practices. It also guarantees freedom of expression by prohibiting Congress from restricting the press or the rights of individuals to speak freely. Free speech is a cherished value in the United States and is protected by the First Amendment.

U.S. Rep. Ilhan Omar of Minnesota is a frequent target of political and sometimes Islamophobic attacks that challenge her loyalty to America. In this vein, several memes have presented claims that Omar once declared some version of the statement, “We are not here to be part of America. We are here to take over America”:

We found no written record of Omar's having said these words in public but only talk about sharia law behind closed doors?. Further, even as a paraphrase, the sentiment expressed by the meme does not accurately reflect her public views. Omar has made several public statements that explicitly detail her true or not perspective as a refugee, immigrant, Muslim 1st, and American Citizen 2nd, and none of those sentiments involve her view in public that all Muslim's role is to "take over" American society.

In an April 2019 speech before the Council on American-Islamic Relations (CAIR), for example, Omar argued:

Muslims, for a really long time in this country, have been told that there is a privilege, that there is a privilege that we are given, and it might be taken away. We are told that we should be appropriate, we should go to school, get an education, raise our children and not bother anyone, not make any kind of noise. Don’t make anyone uncomfortable -- be a good Muslim. But no matter how much we have tried to be the best neighbor, people have always worked on finding a way to not allow for every single civil liberty to be extended to us.

So the truth is, you can go to school and be a good student. You can listen to your dad and mom and become a doctor. You can have that beautiful wedding that makes mom and dad happy. You can buy that beautiful house. But none of that stuff matters if you one day show up to the hospital and your wife, or maybe yourself, is having a baby, and you can’t have the access that you need because someone doesn’t recognize you as fully human.

Following that speech, Omar told Voice of America that "she was not elected to be ‘quiet’ or ‘invisible’ and that ‘I have to use my seat and leverage to represent the voices of those who elected me.’” Omar echoed this point in the aforementioned Late Show interview, telling Colbert “we” referring to herself and two other progressive female politicians in their first term “are not there to be quiet. We are not there to be invisible.”

These statements, articulating Omar’s view that her job as an elected official in America is to protect her constituents' interests in Congress as described in the U.S. Constitution, are a far cry from the claim that she said “We” meaning Muslims “are not here to be part of America. We are here to take over America."

Instead, the words ascribed to her in these memes are a commonly employed Islamophobic trope that asserts Muslims are unable to assimilate into America and that their ultimate goal is to covertly change the fabric of American society in their favor. This brand of Islamophobia is known in some circles as “stealth jihad” (a hashtag explicitly included in some of these memes) or in academic circles as “civilization jihad.”

“Civilization jihad essentially refers to the idea that Muslim migration is a ... deliberate policy of civilizational replacement,” said Jonathon O’Donnell, who researches the politics of demonization as a postdoctoral fellow at the UCD Clinton Institute for American Studies in Dublin, Ireland. Terrorist acts, he told us during a Skype call for a May 2019 Snopes investigation about Islamophobic Facebook pages, are “not the real Jihad to these peoples. The real Jihad is this more subtle form of cultural infiltration and transformation.”

Because Omar never said the words attributed to her in these memes, and because her actual views on the role of Muslims in American society run demonstrably counter to the notion that they want to "take over America,” we rank this claim as maybe false in public and true in private as per her Muslims Teachings.

"Thank you all for being here. In the days following the tragic terror attacks of September 11th, a Muslim EMT with the New York Fire Department named Mohammad Salman Hamdani was reported missing. His mother Talat, desperate to find her son, appealed directly to the President of the United States for help. But instead of assistance or sympathy, she received suspicion. The CIA came to his family home and confiscated photos. The NYPD put up wanted flyers for him. Their Member of Congress interrogated them, saying Salman could be detained if found. The media swarmed their home, with one tabloid headline reading "Missing or Hiding?" under a photo of Salman. Six months later, Mohammad Salman Hamdani's remains and medical equipment were discovered at ground zero, Salman, it turned out, saw the smoke coming out of the towers and hurried to the scene to help victims on that tragic day. After 6 months, his name was finally cleared and he was recognized as the hero that he was. Not all of us are as heroic as Salman Hamdani, but nearly every Muslim American has experienced this type of suspicion in their lives.

"Five years later, when the first Muslim-American, Keith Ellison, was elected to Congress, his Republican colleagues sent a letter saying America needs to quote--"wake up" or else there will "likely be many more Muslims elected to office." And he was told on live TV to quote— "prove …that you are not working with our enemies."

"My own experience was similar. When I first ran for public office, I was told I had to take off my hijab if I ever wanted to win. It was too Muslim, the thinking went. When I did win, my colleague Steve King claimed another member said of my hijab: "Four pounds of c-4 under that would wipe out half of Congress.

"The truth is that Islamophobia pervades our culture, our politics and even policy decisions. Cable news hosts and leading politicians in the Republican Party routinely spout hateful rhetoric about a religion that includes a diverse group more than a billion peaceful worshippers worldwide. This includes falsely claiming Muslims want to replace the constitution and implement "sharia law," portraying Muslims as inherently violent, suggesting that Muslim women are all oppressed, or that Muslims hate other religions.

"But the most pervasive is the constant suggestion that all Muslims are terrorists. So when a sitting Member of Congress calls a colleague a member of the "jihad squad" and falsified a story to suggest I want to blow up the Capitol, it is not just an attack on me, but on millions of Muslim-Americans across this country. We of course now know that this wasn't the first incident. In May, she said my colleagues and I are "politicians with suicide belts strapped to their body." She asked if Congresswoman Tlaib and I "need to register as foreign agents" And today, we learned that she had fabricated a similar story about riding in an elevator with me, calling me and Rashida "evil."

"I wish I could say the Congresswoman was an outlier, but I cannot. During his campaign for President, Donald Trump said—and I quote— "We have a problem in this country; it's called Muslims." He attacked Khizr and Ghazala Khan, the parents of slain Muslim service member Humayam Khan. He explicitly promised to ban anyone of Muslim faith from the country, and then put forth a series of executive orders seeking to do just that.

"Meanwhile, Marjorie Taylor Greene, now a Member of Congress, came to my office in 2019 and harassed my staff, demanding that my colleague Rashida Tlaib and I retake our oaths of office on a Christian Bible. Just today, she called me "Pro-Al-Qaeda" "Blood thirsty" and an "Apologist for Islamic Terrorists."

"We cannot pretend that this hate speech from leading politicians doesn't have real world consequences. The truth is that anti-Muslim hate is on the rise both here at home and around the world. This summer, we witnessed a deadly anti-Muslim attack wipe out three generations of a Muslim family in Canada. In 2019, a white supremacist opened fire at multiple mosques in New Zealand, killing over 50 people. The first half of this year alone saw over 500 incidents of anti-Muslim hate here in the U.S.

"I myself have reported hundreds of threats on my life, often triggered by Republican attacks on my faith. And this week once again saw another increase. Here is just one voicemail my office received yesterday.

"And I quote – "We see you Muslim sand n-word bitch, we know what you're up to. You're all about taking over our country. Don't worry, there's plenty that will love the opportunity to take you off the face of this f-ing earth. Come get it. But you f-ing Muslim piece of shit. You jihadist. We know what you are. You're a f-ing traitor. You will not live much longer." End quote.

"This should not be a partisan issue. This is about our basic humanity, and fundamental rights of religious freedom enshrined in our Constitution. Yet while some members of the Republican Party have condemned this, to date, the Republican Party leadership has done nothing to hold their members accountable. It is time for the Republican Party to actually do something. To confront anti-Muslim hatred in its ranks and to hold those who perpetuate it accountable.

"I will close with this: It was never an option for me to take off my hijab to run. Because I know that when we proudly stand up for our values—when we celebrate the diversity of this country, and the freedoms enshrined in our Constitution, others stand with us. Thank you."

American Muslims In Public Life Say They Face Outsize Scrutiny At a rally on Capitol Hill organized by black female leaders in support of Ilhan Omar, the embattled Democratic congresswoman addressed the crowd.

"They cannot stand that a refugee, a black woman, an immigrant, a Muslim shows up in Congress thinking she's equal to them," she said, referencing President Trump, members of the Republican Party and even members of her own party.

It resonated with many American Muslims and, more specifically, black Muslim women across the country. Many say the storm of criticism around Omar, the first black Muslim woman in Congress, is more about who she is than what she says.

"It's not surprising to me to see because I know what it's like to be a black Muslim woman," said Vanessa Taylor, a writer based in Philadelphia who writes about black Muslim womanhood. "There is this sense that black women have to atone for sins that are constructed elsewhere. So, it's not even a matter of if she actually did ... [what critics accuse her of] or if it's actually a wrong thing to do. It's really just a matter of a black woman's position is to be [one of] atonement."

And Omar is not atoning.

Her prominent presence in Washington is being met with violent death threats, many incited by a video in a tweet by Trump that accused her of minimizing the Sept. 11 attacks. It interspersed footage of Omar speaking with the flaming towers.

Her critics accuse her of anti-Semitism. She apologized over an offensive tweet, saying she was grateful to be educated on the painful history of anti-Semitism and anti-Semitic tropes. But she refuses to back down from questioning lobbyists' influence in policymaking, specifically the American Israel Public Affairs Committee.

Most recently, when she spoke at the Council on American-Islamic Relations, her words were taken out of context and she was accused of downplaying the Sept. 11 attacks, even though she is the co-sponsor of a bill that seeks to renew the victims' compensation fund.

"For far too long we have lived with the discomfort of being a second-class citizen and, frankly, I'm tired of it, and every single Muslim in this country should be tired of it. CAIR [the Council on American-Islamic Relations] was founded after 9/11 because they recognized that some people did something and that all of us were starting to lose access to our civil liberties," she said. Her office later corrected the statement; CAIR was founded before the Sept. 11 attacks.

Having to prove patriotism, over and over

Her words resonated with many American Muslims who are tired of being asked to prove their patriotism.

Movita Johnson-Harrell said the threats and outsize scrutiny are all very familiar.

"Historically we have not occupied these spaces, and now that we are, it is a threat to the misogyny and the white supremacy in this country," she said.

Johnson-Harrell is the first Muslim woman to serve in the Pennsylvania Statehouse. She's a black woman who wears the religious head covering. For her, it started before she was even sworn in this spring, when Pennsylvania Rep. Stephanie Borowicz gave a now notorious invocation that Johnson-Harrell says made her feel unwelcome and implied that her election was wrong.

"God forgive us — Jesus — we've lost sight of you, we've forgotten you, God, in our country, and we're asking you to forgive us, Jesus," Borowicz prayed.

"It was laced with bigotry and it was very, very offensive," Johnson-Harrell said.

Since saying she was offended, she's been inundated.

"I've gotten hate mail," she said. "I've had people put comments on my social media telling me to go back to where I came from, telling me to remove the rag from my head ... I mean, it's been absolutely insane."

According to writer Vanessa Taylor, the chorus of critics, from both parties, is a familiar tune for black Muslim women in politics. Omar has become a symbol of marginalized people rising to power, she said.

"So that's why we see people reacting so strongly and trying so hard to silence her, whether that is the president of the United States with his tweets or people sending death threats," she said. The constant questions that go along with American Muslims seeking a space in public life, it really does take away from people's ability to talk about issues that are really very important to them.

That silencing effect can be far reaching.

"In general we see a lot of the same kind of treatment [for] Muslims running for public office," said Caleb Elfenbein, an associate professor of history and religious studies at Grinnell College. "That includes [at] the very local level like school boards, all the way up through Congress and lots of things in between."

He says that impacts the way Muslims feel they need to interact in public life. They spend a lot of their time explaining themselves through things like interfaith groups.

"The constant questions that go along with American Muslims seeking a space in public life, it really does take away from people's ability to talk about issues that are really very important to them," Elfenbein said.

Virginia legislative race

The issues important to Yasmine Taeb are clean energy and getting corporate money out of politics. She's running for Virginia's 35th Senate District. She's a Democrat running against a Democrat. She's also an Iranian American and a Muslim.

So the headlines attacking her scream: "pro-Iran socialist." She's accused of hating Israel. But foreign policy has never come up in this race.

"This is a local state legislative race," she said, laughing. "These are dog whistles. These are, you know, Islamophobic tactics."

She gets messages from across the country calling her a terrorist, trash, asking ICE to deport her.

"Why is it that every single time we have a Muslim declare their candidacy and run for office, why is it that we have to jump this hurdle to prove that we are loyal to this country?" she asked.

There are brief moments, she says, when she wonders if staying in politics is worth it, when she looks at the hundred or so hateful messages she gets each day.

"Then it just makes me remember that it's all the more important why we should," she said. "These are individuals that are trying to silence us. These are individuals that don't support a more inclusive commonwealth and country."

New openings?

But vocal Muslims and people of color, such as Omar and others in public office, also create new openings for discussions on topics that were once taboo on the left and the right. That ranges from Middle East policy vis-a-vis Israel to clean energy, said Ramzi Kassem, a professor of law at the City University of New York, where he co-directs the Immigrant & Non-Citizen Rights Clinic.

"That's a heartening and inspiring development to many who have felt marginalized at all levels of society and who certainly felt that there was no place for them in mainstream U.S. federal politics, that there was no place for them in decision making," he said.

"All of a sudden to see these figures at the forefront and not just at the forefront, not just being visible but being vocal as well, putting forward bold and daring new political ideas and programs — that's going to have a huge mobilizing effect not just on U.S. Muslim youth but really broadly on people of color, on young women who until recently might not have thought of those sorts of things as being within the realm of the possible," he added.

Our amazing Muslim congresswoman is really representing us Muslims so well! Rep. Ilhan Omar (D-Minn.) this week introduced legislation that would bar any Brunei government official enforcing the nation’s “draconian” penal code from doing business with the U.S.

The Brunei Human Rights Act would prevent any official involved in implementing Brunei’s the laws from traveling to or doing business with the U.S., as well as require reports to Congress on how the penal code affects refugees who have fled the country. The bill would apply the sanctions under the Global Magnitsky Human Rights Accountability Act, which authorizes U.S. government sanctions against human rights violators.

I, for one, am happy that this small Muslim nation will suffer crippling sanctions for having the audacity to implement its religious laws. Good on Sister Ilhan — the Salahaddin of our times — for being at the forefront of this legislation. You go girl!

Out of 535 members of both the House and the Senate, the one with the special honor of introducing this piece of anti-Sharia legislation was Ilhan. Talk about representation!

I wonder why Ilhan got the special honor and not any of the other woke members of her party… Could it be because it would look bad for a woke non-Muslim Democrat to use his privilege and structural racism to bully a small Muslim nation? That would be Islamophobic to the extreme! But not if Ilhan is the one doing it!

“These laws are anathema to our values as humans, and must be condemned in the strongest possible terms,” Omar said. “The new statutes will violate the human rights of women, children and the LGBTQ+ community. This brutality runs counter to universal values of respect for human rights and freedom for people to worship and love however they choose. The United States has a duty to protect against this blatant disregard for humanity and the violation of basic rights wherever we see them.”

100% agree! These laws, meaning the Sharia, are completely anathema to what Ilhan Omar thinks it means to be human. Anyone who wants to implement these laws is inhuman. In other words, we have to dehumanize those who desire to follow and abide by the Sharia.

The nation’s criminal code, unveiled earlier this year, would impose the death penalty for homosexual sex and adultery. Amid an international outcry, Sultan Hassanal Bolkiah announced that the country had imposed a “de facto moratorium” against enforcing the death penalty for such cases, which would continue. However, Omar’s office notes the penal code continues to authorize flogging for women who have abortions and amputations for accused thieves.

See, Sister Ilhan is not solely opposed to the penal code that addresses same-sex acts. She is opposed to Islamic hudud as a whole. Isn’t she soo brave?

“We are grateful to Rep. Omar for her leadership in condemning Brunei’s draconian and horrifying laws that target LGBTQ people, women and children,” said David Stacy, HRC’s Director of Government Affairs. “In the absence of White House leadership on these issues, it is crucially important that Congressional leaders send a clear signal that this sort of persecution will not be tolerated and that the people of the United States are part of the world community in condemning this sort of hate.”

Well, that’s not really fair. Donald Trump’s administration also has some strict policy prescriptions against Muslim countries that implement Sharia. So I guess that is one area where our beloved Sister Ilhan and Donald Trump agree!

Omar has faced accusations of antisemitism since 2019
Omar first came under fire for comments on Israel in February 2019, when she posted tweets that invoked tropes about Jewish wealth and influence on U.S. politics. The tweets received bipartisan criticism, and Omar shortly after issued an apology, saying she was "listening and learning" about "the painful history of anti-Semitic tropes."

The next month, Omar again drew condemnation for comments criticizing pro-Israel lobbying in American politics. In a speech at a political event, she said, "I want to talk about the political influence in this country that says it is OK for people to push for allegiance to a foreign country. I want to ask why is it OK for me to talk about the influence of the NRA, of fossil fuel industries or Big Pharma, and not talk about a powerful lobbying group that is influencing policies?"

Many saw these comments as suggesting American Jews have "dual loyalty" — a smear used to harass and persecute Jewish people throughout history. The remarks prompted the House to approve a resolution condemning "anti-Semitism, Islamophobia, racism and other forms of bigotry."

In 2021, Omar drew criticism for comments that appeared to equate the United States and Israel with terror groups. In a tweet about the role of the International Criminal Court, she said that "we have seen unthinkable atrocities committed by the U.S., Hamas, Israel, Afghanistan, and the Taliban."

After a group of 12 Democrats denounced Omar's comments, she issued a clarification: "To be clear: the conversation was about accountability for specific incidents regarding those [International Criminal Court] cases, not a moral comparison between Hamas and the Taliban and the U.S. and Israel," she wrote in a press release.

House Republicans have voted to remove Minnesota Democratic Rep. Ilhan Omar from the Foreign Affairs Committee, citing past controversial comments she made about Israel and concerns over her objectivity.

The vote was 218-211 along party lines.

In her first term, Omar drew criticism from Republicans and Democrats alike for tweets that invoked antisemitic tropes. She apologized for those tweets but has remained outspoken about the influence of Israel and the American Israel Public Affairs Committee, a powerful pro-Israel lobby, on U.S. politics.

The resolution, introduced by Rep. Max Miller, R-Ohio, stated that Omar "has disqualified herself from serving on the Committee on Foreign Affairs, a panel that is viewed by nations around the world as speaking for Congress on matters of international importance and national security."

Miller, who is one of two Jewish Republicans in the House, said in a statement that Omar "cannot be an objective decision-maker on the Foreign Affairs Committee given her biases against Israel and against the Jewish people."

Omar, who herself has faced anti-Muslim bigotry since taking office, told reporters last week that the move to remove her from the committee was "purely partisan."

In an emotional speech on the House floor Thursday, Omar said she is being targeted for her identity as a Muslim immigrant from Africa.

"Is anyone surprised that I am somehow deemed unworthy to speak about American foreign policy? Or that they see me as a powerful voice that needs to be silenced?" she said. "I didn't come to Congress to be silent."

Her experiences as an immigrant and refugee who survived a civil war give her a valuable and unique perspective on American foreign policy, she added.

Democrats rebuked Omar for her past comments at the time, but they united around her ahead of the vote. House Minority Leader Hakeem Jeffries said Thursday the motion to remove her was not about accountability, but "political revenge."

American universities and colleges have received billions of dollars from foreign countries and adversaries. Three of the top five countries that have pumped money into higher education in the U.S. are China, Qatar and Saudi Arabia.

“Foreign influence on gifts and grants since 1990 is a big number. It’s $43 billion and roughly one out of every four of those foreign gifts and grants have come from those three countries who oftentimes don't have U.S. interests at heart,” he said. “They're adversarial to our foreign policy positions and the American way of life. The U.S. believed that increasing cooperation with Qatar and accepting donations for the establishment of branches of American elite universities abroad was another way to expand their soft power. But in reality, precisely the opposite had happened.

Using its immense funding, Qatar paved the way to deepen its influence in more geographical areas and fields across the world. American universities that received significant funding from Qatar - including Cornell, Georgetown, Northwestern, and Carnegie Mellon - established branches in Doha, Qatar’s capital.

Cornell University, part of the American Ivy League institutions, set up a medical school for a $1.8 billion donation, Georgetown received $750 million for a school of government, and Northwestern established a journalism school for which they received $600 million in 2007.

At first glance, this might not seem like an extraordinary event in the era of globalization, as even Israel’s Technion received a donation from the Chinese billionaire Li Ka-shing to establish a branch there. In the Qatari case, however, the overwhelming majority of the donations came from the Qatar Foundation, a charity fund established by the government in 1995 to promote education and science in the country.

Against this backdrop, even the best academic institutions were compelled to make "adjustments" in their branches established in what's called Doha’s Education City. These adjustments included removing some liberal books from courses’ reading lists or signing a cooperation agreement between Northwestern's journalism school and controversial media outlets such as Al Jazeera, which talks for Hamas.

A study conducted in 2020 by the Institute for the Study of Global Antisemitism and Policy (ISGAP), discovered troubling findings.
