In December 2022, a week before Christmas when few were paying attention, and in the midst of the greatest drug crisis this country has ever known, Merrick Garland, the Attorney General of the United States released a memo titled, "Additional Department Policies Regarding Charging, Pleas and Sentencing in Drug Cases." In this memo, he instructed prosecutors to do everything short of lying to avoid charging offenses with a minimum mandatory prison sentence. Retired California Highway Patrol Chief Mark Garrett and retired DEA Special Agent in Charge Bill Bodner talk about why Garland circumvented Congress and whether he was honest when asked about it.
