15-minute cities were developed to reduce carbon emissions by decreasing the use of personal transportation, so individual vehicle ownership. These 15-minute sites are designed to create localized neighborhoods in which residents can get everything they need within 15-minutes by walking, cycling, or public transport. Globalist argue, they will improve the quality of life, convenience, health, learning, efficiency, and a better sense of community. However, the globalist do not mention how such cities will also limit movement, independence from the system, and any ability to self-sustain if the food or digital money is ever shut off. This is dangerous precedent, and one that puts far too much faith in a system that has already demonstrated itself to be wholly corrupt and benefiting only the elite.

Multi-purpose neighborhoods within larger cities of over a million people are being repurposed for living, entertainment, and work environments for reducing the need for commuting, and improving sustainability - the key goal of "net zero". This plan of re-zoning will gain traction in the future, and was boosted during the COVID-19 pandemic crisis (“plandemic”), promoting new ways of working that require less transport. This is their playbook, create the crisis, then exploit it to further their dystopian technocratic agenda of control of the world's population.

Paris, New York, others have launched budgets to promote engagement, this means public relations to "sell" the idea to the public, and to transformation cities into highly connected "smart cities" where everything is linked up to the network and combine with surveillance massive for data collection, which can be used against the population. Bogota, Seattle and Milan, are pushing for “new urbanism” prioritizing investment in walking and cycling infrastructure within 15-minute zones.
