Are Council Rates Legal? I Don't Think So!

I do not think council rates are legal, because councils are CORPORATIONS, private businesses, as detailed in my video.
Therefore, no local council in this country can levy rates based on the value of a property, because that is a property tax, which a CORPORATE local council has no jurisdiction to do.
THE BASICS: CONTRACT-no CONTRACT=No jurisdiction.
But FULL COMMERCILA LIABILITY applies because the relevant local council is a CORPORATION, a private business, taking people's money (usually) under threat of foreclosure (it would not take a genius to figure out what that equates to!) and thus corporate Law applies, as in the CONTRACT is the Law, and commercial liability is always applicable.
No company can legally trade without indemnity insurance.
See this (around point 12 is very interesting in regard to indemnity insurance and bonding):

And no local council, as I say in the video, will have a signed, wet ink, CONTRACT, with any home or business owner-period. I would like to see one, but I doubt even ONE (1) of them would actually exist.
Such a CONTRACT would have to be entered into under conditions of full disclosure, with no duress (pressure) to sign.
The best any council could do would be a fee-for-service CONTRACT, which I believe would lower council rates drastically.

My appearance at the Geelong Council meeting April 30 2019 where I challenge the councilors as to whether they are prepared to be individually sued over the Belmont Bike Lanes contract they were considering approving that night, approx. 43 minutes in:

AND ABOUT JUDGES AND THE COURTS-this is why, when I say the rates thing should perhaps be thrashed out in the Courts, to settle it once and for all, I say: with a Common Law Court with a jury:
