In Photoshop, you use the Selective Color tool to target certain color ranges and make adjustments to them. For example, you could use this tool to adjust the saturation, hue, and lightness of skin tones in a portrait. By using the Selective Color tool in combination with the Lumication tool or other tonal adjustments, you can create a custom color grade for your image that enhances the overall look and feel of your image.
